James W. Noe, President

Advanced military training and a profound level of technical proficiency have made Mr. Noe one of the leading national experts on all areas of incident response, risk assessments, planning and managing response teams, and all aspects of preparedness training. He currently serves as a senior policy advisor to the U.S. Department of State, Bureau of Diplomatic Security. He has worked with numerous federal agencies including the U.S. State Department, FBI, ATF, and CIA for over 10 years. Mr. Noe is a graduate of the U.S. Naval School Explosive Ordnance Disposal School in Indian Head, Maryland, and Pierce College with a degree in technology.

Robert Ford, Deputy Director

During the past 18 years Mr. Ford's professional experience as a Federal First Responder and more recently as a Senior Corporate Executive have been continuously improved due to operational responsibilities and superior training opportunities. Throughout his tenure in these demanding positions he has been given additional responsibilities to lead unique team of professionals to the successful accomplishment of several goals and strategic plans. His current position as Deputy Director places him directly responsible for the daily operations and management all corporate and operational elements of the division. Mr. Ford has held a variety of positions within the Federal Government in the WMD and Terrorism Preparedness arenas. He has worked within the U.S. Department of State, Chemical and Biological Countermeasures Office and more recently with the B.A.T.F. as an Explosives Enforcement Officer. In each of these positions, he was directly responsible for ensuring the safety of thousands of government employees.

Rick Holman, Operations Director

Mr. Holman is a 25 year veteran of Naval Special Warfare. He has proven executive leadership skills with extensive experience and success in strategic planning, program development, training, training management and supervising daily operations. Being a former Navy SEAL, Mr. Holman has extensive tactical training in the area of Terrorist Operations. He is a Subject Matter Expert in the area of vulnerability and physical security assessments. He also has vast experience developing doctrines as well as planning and training publications.


Rob Carter, Branch Chief, Preparedness and Response

Mr. Carter's 26 years of professional experience as a Military and Civilian Intelligence Officer, Certified Military Analysis Expert. US Arms Control Inspector, Critical Infrastructure/Key Resource (CI/KR) Senior Analyst; with the last 8 years serving exclusively in the Homeland Security & Emergency Management arena, has given him the unique opportunity to work with multiple local, state, federal tribal, military and private industry organizations in planning and training for and responding to all-hazard threats involving terrorism, hurricanes, earthquakes, pandemic influenza, as well as other man-made and naturally occurring events.  Mr. Carter is directly responsible for the daily operations and management of all training, exercise and assessment services for our clients in the Law Enforcement, Fire Rescue, Emergency Management, Public Health, Medical, Critical Infrastructure/Key Resource and Special Event sectors.

Chip Beaman, Branch Chief, Tactical Operations

Mr. Beaman retired from the US Navy SEAL Teams after 21 years of dedicated service. Throughout his career in the Navy he held positions ranging from Operational SEAL Platoon member, podium and practical instructor of high risk training exercises, Senior Enlisted of operational SEAL platoons, Senior Enlisted of major Training Departments, Senior Enlisted of combat elements in support of Enduring Freedom Afghanistan and Senior Enlisted Operations Officer to all west coast SEAL commands. After retiring from the Navy he felt strongly that he could be of value to the Special Operations community by serving as a force multiplier and delivering 1st class training to deploying military units. As a result he founded the Training Corporation (TRACOR) and immediately got involved with training State and Government Units.


Michael Provost, Branch Chief, Technical Services

For the last twenty years Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) countermeasures have been the focus of Mr. Provost's career. Twelve of which were spent serving in the military as an Explosive Ordnance Disposal specialist where he provided render safe capabilities to federal agencies in the National Capital Region (NCR) During that time he was selected to stand up and develop procedures for a Weapons of Mass Destruction response unit in the NCR. Mr. Provost has managed various emergency preparedness and response programs to include the U.S. Department of State Weapons of Mass Destruction Division. As the Technical Services Branch Chief, Mr. Provost will be responsible for the daily operations and management for all business involving WMD/IED defeat as well as threat/vulnerability security assessments.
