Tactical Operations Technical Services

Basic Academy - Type III EMPI

The Type III EMPI program is offered in either a high impact intensive two week program, or module format. Both deliveries provide the participant the opportunity to complete FEMA's on-line Professional Development Series (PDS) and the prerequisites for FEMA's Advanced Professional Series (APS). In order for participants to complete FEMA's APS, all courses have to be completed in a classroom environment and coordinated through the State's Training and Exercise department. Included with the Basic EMPI program is a Homeland Security Exercise Evaluation (HSEEP) Tabletop Exercise (TTX) and Full Scale Exercise (FSE) that exposes participants to an "all-hazards" disaster that is designed specifically for the region in which EMPI is offered.

The Table Top Exercise tests participants in the region's policy and procedures such as Emergency Operations Plans, Standard Operating Procedures, Emergency Operations Center Plans, Comprehensive Emergency Management Plans, Continuity of Operations Plans, and Continuity of Government Plans, which support a Type 3 ICS Incident Management Complex. The lessons learned in the TTX are then evaluated in a Full Scale Exercise. O'Gara's will work with the region's Training and Exercise Team to determine the overall objectives and target capabilities that will be incorporated into each exercise using the Target Capabilities List (TCL) and the Universal Task List (UTL).

Target Audience: This academy is intended to train personnel who are currently employed in the Emergency Management field or those who are pending employment in Emergency Management. This academy is designed for serious applicants who plan to make Emergency Management their career and are willing to give back to the Emergency Management industry/field. This Academy is designed for personnel with two or less years in the industry. EM Directors, Incident Management Teams, Members of Incident Command System, Command and General Staff, Emergency Management Planners and Coordinators from all disciplines are encouraged to apply.

Prerequisites: Approval of State Advisory Committee, and essay to be submitted on "What do I plan on giving back to Emergency Management". Applicants should have not completed EMI's Professional Development Series. Applicants should be prepared to train in 72 hour response and self-sustain in a deployment role under unfavorable conditions. Agenda is provided on a "Need to know basis." Applicants should be prepared to stay on campus for the entire time period. Dress is casual to rugged. Some physical exercise should be expected. Bring agency attire for graduation.
